JOB DESCRIPTION:
SAIC’s Federal Civilian Customer Group has an immediate need for a dynamic business development and capture manager with outstanding skills, business acumen, executive communication skills and a proven track record to grow business in the transportation and aviation domains. This position reports to the Vice President of Programs (VPP) and Account Manager for the U.S. Department of Transportation / Federal Aviation Administration. The successful candidate will partner and work collaboratively with other BD/sales and delivery professionals in a fast paced, highly motivated Federal Civilian organization. Within this partnership, the candidate will share overall responsibility for business development and capture strategy, planning and execution to expand, sustain, and grow a portfolio of short, mid, and long term opportunities. Job Duties: The successful candidate understands the missions of the respective Agencies and their cultures, organizational components, leadership, major programs and their major challenges. This position is a senior level business development position and therefore it is expected this individual can effectively work in a dynamic, multi-year pipeline of opportunities in various stages of maturity. The successful candidate must have the ability to multitask and manage multiple capture actions of medium to large opportunities, including task orders, across multiple customers, multiple capabilities and multiple locations ranging from $50 million to $1 billion.

This position will:

- Assess opportunities to eliminate or move forward through SAIC’s Pre-Award process so an opportunity is included in SAIC’s pipeline metrics as a qualified opportunity.
- Mature the opportunity to the point where SAIC would determine if further investment is warranted or not, and lead the capture effort to develop the win strategy and preliminary offering to position SAIC to win.
- Promote the complete portfolio of SAIC services from all Service Lines to the client.
- These include Software Integration, Digital Infrastructure; Mission Engineering and Program Support; Advanced Analytics, Simulation and Training Services; Intelligence Systems Engineering and Policy Hardware Integration & Logistics.
- Develop market analysis, strategic business planning including identification, qualification, and marketing aspects of a complete capture that will lead to the award of major programs.
- Develop and executes customer call plans; teaming interactions; and coordinates with other internal business development and sales resources available across SAIC.
- Leverage experience with customer relationship management and opportunity tracking as well as experience with a variety of contract types including cost plus fixed fee, fixed price, award fee, and performance based contracting are key.
- Lead capture planning and proposal development activities, through demonstrated expertise with color reviews, developing win themes, discriminators, value propositions and embedding this in the finished proposal product.
- Demonstrated oral, written, and listening communication skills are essential to communicate effectively with senior managers, colleagues, and other stakeholders during the proposal process.

QUALIFICATIONS and Required Skills:

- 14 years of business development experience overall, with at least 5 years of related and recent federal experience is required.
- In-depth proven knowledge of the transportation / aviation domains, customer mission requirements and buying habits.
- The candidate must have a reputation for being able to build and work within high performance teams in a matrix-management environment.
- Must have highly effective oral and written communication, interpersonal, and presentation skills in order to carry
- out daily interactions with technical leaders and business executives within SAIC, with the federal customers, and with teammates and subcontractors.
- Must be able to convey technical and business concepts to various audiences.
- Demonstrated sustained ability and proven track record of winning complex, prime systems integration / engineering services or enterprise IT contract awards with values of $50M or greater that meets and exceeds challenging goals and quotas is required.
- Past experience in the U.S. Department of Transportation and/or Federal Aviation Administration, specifically experience, relationships, and an understanding of the buying trends of the agency is considered an advantage.
- The successful candidate will be able to reference a portfolio of submittals and awards that include experience in all types of government contracts (FFP, T&M, Cost Plus) and full array of capture strategies (major re-competes, incumbent capture, sole source, etc.).
- Past experience that demonstrates the ability to contribute to fast-paced business leadership teams will be a plus.
- Ability to handle complex, dynamic customer situations and interact with all levels of personnel to provide a quick and effective resolution.
- This position is based in Washington D.C. and will require business travel as needed for a geographically dispersed customer set Security Clearance: Public Trust; U.S. Citizenship required

Desired skills:

- PMP Certification
- Formal BD and Capture training from a recognized training/education provider such as Miller-Heiman etc.
- Domain technical expertise in a relevant technical fields such as end to end IT, Cyber, cloud migration, engineering, science in addition to formal management education and experience
